2. It doesn't try to detect a TV via the HDMI cord attached via a USB adapter to an Android phone.All device overtly does is check if your phone supports MHL.

3. It doesn't even do that! This app tells me that my phone supports HDMI, but my phone's manufacturers say that it does not.
